Narrowcast claims a publisher base of 5,000 sites, offering a click-through and an exchange program. Payment is based on an arcane system wherein CTRs are factored against a "quality rating" based on conversions. This seems to boil down to: no conversions, no payment. Probably worth a miss, particularly considering the base CPC of $0.05.
